This kinda gave me an idea of what's happening and what I did was fro the shared folder, I went to properties and clicked on Customize and under 'Optimize this folder for' I selected 'Documents' on the drop down and also checked on the box 'Also apply the template to all subfolders' I thought it might be just a file that's causing this issue but I played around with the folder view from a 'List View' I changed it to 'Tiles' and it opened without freezing. Random folders on the map drives if you open the folder, it will show not responding and the mouse cursor will just circle around. 
We setup an RDS server (Win Server 2019) and a File Server (Win Server 2019) so on the RDS, there are mapped drives from the File Server.
